The collection comprises correspondence, electoral material, papers on Royal Commissions and committees of inquiries, including the Nawab Khan Inquiry, the Joint Committee of Public Accounts. Report...upon sugar (1922), and 1909 papers concerning Bert Thomas. There are literary drafts and papers, photographs, cuttings and printed material. Includes correspondence with Andrew Fisher concerning changes relating to Harry Chinn, Supervising Engineer on the construction of the Trans-Australian Railway. Also among the correspondents are Edward, Duke of Windsor and Keith Murdoch, Managing Editor of The Herald.

James Mckinnon Fowler arrived in the Western Australian goldfields in 1891 and spent time mining and prospecting before becoming a journalist. His political involvement began with his association with the Federal League in Western Australia. He was elected Member of Perth in the first Federal Election in 1901, and retained this seat until his defeat in 1922, first as a Labor Party member, then as a Liberal and later as a Nationalist.
